The Zanesville-Muskingum County Health Department (ZMCHD) and its Harm Reduction and Overdose Team is working to bring awareness to accidental overdose deaths and suicide fatalities in Muskingum County.  Harm reduction aims to:

  • Educate the public about these preventable deaths and communicate trends in data
  • Promote initiatives and collaborate with programs with a focus on mental health and/or substance use disorder services
  • Assist community members struggling with mental health and/or substance use

Regarding data from the Ohio Department of Health data warehouse:

"These data were provided by the Ohio Department of Health. The Department specifically disclaims responsibility for any analyses, interpretations or conclusions."

Data from the ODH data warehouse may not reflect state or Muskingum County OFR data for a few reasons:

1. Only deaths with an 'Immediate Cause of Death' listed as an overdose were listed as overdose deaths.

2. Deaths reported as 'Natural' that had had at least one other 'Cause of Death' within hours of death were reclassified 'Overdose'  

3. Cases identified for overdose fatality review are identified by the county coroner's office and the local health department's vital statistic's office. There may be discrepancies with how fatalities are recorded between the county and the state. Some deaths are reported or reclassified after the review has occured.

Why Is This Important?

Deaths due to overdose and suicide effect the entire community and have been shown to be preventable. 

  • Unintentional drug overdose deaths surpassed motor vehicle accidents as the leading cause of injury death in Ohio in 2007; a trend which has continued.

  • In 2021, there was 1 suicide death every 11 minutes in the United States.

What We Do

The Ohio Revised Code (ORC) formally enacted suicide and overdose fatality review committees effective September 30th, 2021.  Annual reporting of this data to ODH is now required.  The ZMCHD compiles data on the county's overdose and suicide deaths and presents the aggregated data to a board of representatives from local agencies on a quarterly basis.  The multidisiplinary team of experts looks for patterns in this data to aid in filling gaps in current programming, recommend policy changes, and improve communication and collaboration between agencies to prevent deaths due to overdose and/or suicide.  More information can be found on the following websites:

What We Do

Safe Point is a Syringe Service Program (SSP).  It provides wrap-around care for community members struggling with substance use disorders.  Clients are counseled on treatment options and bloodborne pathogen exposure, offered vaccinations and STI testing, and provided safe disposal of sterile syringes and injection equipment.  SSPs aim to reduce the spread of Hepatitis and HIV.  Referrals are given to participants interested in treatment and assistance is given to help them navigate the medical and mental health systems.

No tax dollars are spent on sterile syringes or needles.  Nearly 30-years of research shows that comprehensive, wrap-around “SSPs are safe, effective, and cost-saving, do not increase drug use or crime, and play an important role in reducing the transmission of viral Hepatitis, HIV, and other infections.” (Syringe Services Programs (SSPs) | CDC)

What We Do

Project DAWN (deaths avoided with naloxone) is an overdose education and naloxone distribution program.  Participants are trained to recognize the signs and symptoms of overdose, what to do if you witness an overdose, and how to administer Narcan (naloxone).  Naloxone can reverse an overdose caused by opioid drugs (heroin, illicit fentanyl, or prescription opioids).

Members of the community can become equiped to recognize overdose and administer live-saving Narcan (naloxone nasal spray).
